Leander is an exemplary public-private partnership — on a new light rail line from Austin, Texas. The City commissioned a study that estimated a SmartCode would increase the local tax basis by close to $1 billion. A small group of big landowners hired PlaceMakers to design the master plan and calibrate the enabling SmartCode, in partnership with a local firm.
